Leadership That Expands Access to Justice: How Mission-Driven Organizations Create Lasting Change

While people have a constitutional right to an attorney in criminal court, that protection doesn't exist in most civil cases. Yet civil court is where people face eviction, lose access to healthcare benefits, fight for custody of their children, or struggle with overwhelming financial hardship.
That "justice gap" is exactly what Legal Aid of Southeast and Central Ohio (LASCO) works to address.
Jennifer Sconyers sits down with Executive Director Kate McGarvey to talk about leadership, adaptability, and why access to justice is everyone's issue.
What is the Justice Gap?
One of the biggest misconceptions Kate wants people to understand is this:
"In a civil context, you do not have the right to an attorney."
That means someone facing eviction, losing Medicaid benefits, or navigating domestic violence proceedings often must do so alone unless organizations like LASCO can step in. The need is enormous.
LASCO serves 36 counties across Ohio, providing free civil legal assistance in areas including:
- Housing and eviction
- Domestic violence
- Consumer protection
- Education
- Bankruptcy
- Re-entry services
- Immigration
- Community economic development
Despite their reach, Kate notes that they can only meet a fraction of the overall demand.
Why Mission Matters
Jennifer reflects on something she noticed while working alongside LASCO's team.
Unlike traditional law firms, the culture felt deeply rooted in purpose. Kate agrees.
"For many of us, it is a calling."
That sense of purpose influences every level of the organization, from reception staff to attorneys to senior leadership.
Helping people during some of the hardest moments of their lives requires more than legal expertise. It requires compassion, resilience, and a commitment to serving communities with dignity.
Leading Through Constant Change
One of the hallmarks of effective leadership is adaptability. LASCO continually evaluates changing community needs and adjusts services accordingly.
Rather than relying only on strategic planning every few years, the organization regularly reviews internal data and partners with community organizations to identify emerging challenges.
Recent examples include:
- Expanding services when government benefit disruptions occur
- Building an immigration practice as Ohio's demographics changed
- Growing community economic development initiatives
- Adjusting intake processes to meet rapidly changing needs
As Kate explains, their mission is broad, but their approach remains intentional.
"We do our best to adjust with the resources that we have to best meet the needs of the present moment."

Demand continues to grow. Funding remains uncertain, yet LASCO continues looking ahead keeping their focus on what matters most.
